A pair of dates gives the Carnegie Library in Ballinger its historic profile: it was completed in 1911 and listed as a Texas Landmark in 1962. Other facets of history can be seen in public spaces, early industry, and a regional historic trail.

Ballinger: History in the Cityscape

The library is also a public place: it offers computers and Wi-Fi access to the public. The Carnegie Library thus combines historical significance with a practical amenity for visitors.

Another landmark is The Cross, a few miles south of Ballinger and just off US Highway 83. The monument was erected on October 6 and 7, 1993. Next to it is a grotto dedicated to Our Lady of Guadalupe. The two neighboring structures give this place a distinctive and clearly recognizable connection between a monument and a religious dedication.

Pioneer Plaza is in the city center, opposite Town Square and the Runnels County Courthouse. There, a restored replica of the 1907 Star Tobacco Sign recalls local history. The plaza also has benches, picnic tables, trees, a pavilion, and an illuminated fountain. The Runnels County Courthouse Square is one of the largest courthouse squares in Texas. The original Runnels County courthouse was completed in October 1889. Each April, the square hosts the Ethnic Festival; check the date for the year of your visit before you travel.

Winters and County History

In Winters, the Rock Hotel reflects an earlier function of travel: it was built to accommodate early travelers and railroad workers and was completed in 1909. In 1982, the Rock Hotel was listed as a Recorded Texas Historic Landmark. The designation recalls the early growth and development of Winters.

The Old Cotton Oil Mill also tells the story of Winters’ industrial past. It was the city’s first local industrial facility and processed cottonseed into press cake, meal, hulls, and oil. These products make tangible the work involved in processing cottonseed. The Charles H. Noyes Monument offers a different perspective: it was erected in 1919 as a tribute to Charles H. Noyes and all Texas cowboys. The statue was created by Pompeo Coppini.

The history of the county also includes the site of the town of Runnels, which was the first county seat of Runnels County. Together with the monuments in Ballinger and Winters, this site offers a glimpse into different chapters of local history, without suggesting that all the stops represent the same period or serve the same function.

Bodies of Water and Open Spaces

Ballinger City Park covers 20 acres and lies on the banks of Elm Creek. The park has a municipal swimming pool with diving boards and a slide. Its hours of operation may vary by season. The park on the creek and the seasonal swimming facility are side by side, and planning a visit should take their different conditions into account.

The locations of the lakes and reservoirs also help with orientation: Ballinger Lake is about four miles west of Ballinger, near the intersection of FM 2111 and County Road 289. Elm Creek Reservoir lies on Elm Creek in Runnels County, six miles east of Winters. O.H. Ivie Lake lies on the Colorado and Concho rivers in Runnels, Concho, and Coleman counties. Free maps of its recreation areas are available from the relevant authority, as well as from marinas and businesses with access permits.

A Route Through Border History

The Texas Forts Trail runs through Runnels County and leads to eight well-known frontier forts and an old Spanish presidio in west-central Texas. It connects the county perspective with a broader border history. For your itinerary, this means that historical discoveries range from individual monuments and early industry to a regional route; parks and bodies of water offer a completely different way to explore the area.
