At the municipal level, Tochigi’s range of themes spans the history of a trading town, a nature park, and a wetland. For travelers who want to combine culture and landscapes in one stay, these municipal themes offer different points of focus: historic streets and storehouses on one hand, seasonal scenery and wildlife habitats on the other.

Trade History and Preserved Buildings

During the Edo period, Tochigi flourished as a post town on the 日光例幣使街道 and as a merchant town with shipping connections to Edo. Because of this prosperity, it was also called “商都北関東” (“the commercial hub of northern Kantō”). The name refers to two interconnected aspects of the town’s history at the time: traffic along the road and trade supported by shipping.

Shipping on the 巴波川 is said to have begun in 1617. When 徳川家康 was moved from 久能山 to 日光山, official cargo, among other things, was unloaded at 栃木河岸. River transport is therefore one of the historical connections that adds to Tochigi’s image as a trading town.

The streets and buildings also give this history a tangible form. The historic 例幣使街道 runs in part along today’s 大通り and 嘉右衛門町通り. Black merchants’ storehouses and rows of white-walled storehouses have been preserved on both sides. The storehouses from the Meiji period and five other buildings belonging to 油伝味噌 are registered tangible cultural properties of Japan. The historic 横山郷土館 building also features a reconstructed merchant’s counter from that period.

For walks around the municipality, a municipal description updated in 2025 presents the walking guide app ~蔵ミュゼ~ as an option. It explains the history and appeal of the buildings and supports walks around Tochigi without a tour guide. This brings their historical context into focus alongside the preserved buildings themselves.

Landscapes at 太平山 and in the Wetland

太平山県立自然公園 lies in the center of Tochigi. The 1,079-hectare park was designated in March 1955. At 太平山, the hydrangeas at あじさい坂, the cherry blossoms in spring, and the autumn foliage are among the well-known scenic highlights. Spring and autumn thus offer different seasonal attractions, while the hydrangeas add another floral theme.

Near the summit of 太平山, 謙信平 offers views across the Kantō Plain. The striking sight of mountains floating in the mist below is also known as “陸の松島” (“Matsushima of the inland”). A long main approach with about 1,000 stone steps leads to 太平山神社; this gives a concrete sense of the scale of the approach.

Another natural highlight is the Ramsar wetland 渡良瀬遊水地. It lies mainly in the Fujioka area of the municipality and provides habitat for various waterbirds, as well as other plants and animals. The views and seasonal scenery at 太平山 are complemented by a wetland whose importance is shaped by its habitats.

You can plan your trip around your preferred focus: trade history and preserved buildings offer a cultural perspective, while the park, viewpoints, and wetland showcase the landscape in different ways. If you also choose your travel dates based on the natural highlights mentioned, spring cherry blossoms and autumn foliage offer a clearly defined seasonal contrast.
